I think you are definitely right that all large-scale philanthropy falls under that bucket. I think the only thing that is particular to EA is the concept of earning more money specifically in order to do good with it. That might not be a central precept of EA, but I've seen people mention that idea before. That's the main part I think that I find fault because it allows people to justify actively supporting inequality increasing systems in order to optimize their own income to do good with (Bankman-Fried comes to mind, though he might have just been a fraud about the EA stuff too). The other more tangential thing that sets EA apart is the attempted ambiance of objectivity when really it's just a specific group encoding certain subjective preferences under a scientific seeming guise. I'm sure for the most part it is a best attempt, but there's only so much people steeped in a certain culture can see when interrogating such a broad reaching challenge as optimizing humanity's well-being. One thing I will say though is that anyone I've ever met who subscribes to EA has always been extremely intelligent and (as far as I can tell) very genuine about trying to be better at doing good. That is certainly more than I can say for the average anarchist I've spent time with.
