Watched this just a few weeks ago and it was so jarringly out-of-character to me, that I looked into it. Filming started in Dec 2001 (just after 9/11). I'm inclined to suspect that the entire desert chase scene (with guns mounted on trucks no less) may have come from a place of disturbing anti-middle east propaganda. The whole film was a sad finale for the TNG era.
