What do you mean "industry emits." There's no industry that is emitting CO2 for its own sake. They are all doing it to supply consumers with energy and goods. And people who fly are consuming way more than their fair share. Government regulation won't just happen. It'll take a lot of people making personal decisions first. You couldn't ban cigarette smoking in 1960 when 50% of the US smoked. It took decades of grassroots change to get it down to the point where we could regulate it. That's what making ethical personal choices is about.
