I'm sorry, but that makes no sense in this context. The information campaign was not the action to not smoke. If you were consistent with this logic then the information campaign on climate change would be the only collective action needed, and our decision to reduce consumption in response would be collective action too. But in actuality, we need campaigns, which lead to individual behavior change, which lead to democratic decision making. (You can't simply label the things you like as collective action, right?)
