This shouldn't be hard to understand. If there are X thousands people just like you who are commuting by car, but suddenly won't be able to in 400 days... Then every business in your municipality will make damn sure that public transit is extremely efficient by the time that 400 days is up. Without a ban there is 0 incentive for anyone to fix the infrastructure. That's why we need to start rolling out bans over a predefined time window.
