Not really. If less than 10% of the population would vote for Republicans there wouldn't be any. Sure they fudge it to maintain control with only 40% of the voting public. But if you could get 1/4 of the people who don't vote to vote for Democrats there wouldn't be enough Republicans left to do this kind of damage.
