You're right if you mean, the global 1% out carbon the global 99%. but if you live in a developed country, the median person is the global 1%... I know that's shocking, but the real planet killer isn't the 800 billionaires, it's the 150 million average Americans. (That said the path to reining in the billionaires leads through reining in US consumption. Bezos doesn't go to space without Amazon triggering increased consumption) But to address your point, how do the rules get put in place in a democracy? A majority have to more or less agree on them. And honestly, the laws that we need to pass (like carbon fees for example) are going to trigger this kind of reduced consumption. I know it can trigger feelings of guilt that our consumption today is literally impossible for future generations, but we should realize that it's hard to see something like that coming. The change actually has to happen sometime so why not have it happen before it leads to really bad outcomes?
