I think you have it backwards. Draw out the curves. Assuming economy of scale marginal cost decreases but with price ceiling and inelastic demand return doesn't decrease per unit. They have every incentive to produce right up to meet demand. The only argument you could have is if they get a greater return on some other drug, which causes enough companies to shut down production outright. But even then you'd expect one company to capitalize on it unless the price cap made it unprofitable to distribute somewhere.
