You actually have a really good point here. If classes were the most effective way to solve poverty that is what socialists would support. It just so happens that there's at least 20 years of research showing that direct financial stimulation (whether in the form of easy to pay off loans or even cash payments) is actually the cheapest and most effective way to lift large groups of people out of poverty.
